.86. Request for Proposals without Negotiation

An entity may engage in procurement by means of a request for proposals without negotiation where the procuring entity needs to consider the financial aspects of proposals separately and only after completion of examination and evaluation of the technical, qualitative and performance characteristics of the proposals.

(sometimes referred to as the "Contract-A RFP", or the "No-Negotiation RFP")  This format is for use in a formal open competitive process where there is a need for irrevocable bids and factors other than price will be evaluated. This format must include well- defined specifications, requirements and contract terms and conditions, as post-bid  negotiations are typically not permitted.
